The present invention provides a hydrophilically and hydrophobically surface-treated metal plate comprising: a plate made of a metal; a hydrophilic surface layer hydrophilically formed by oxidizing and etching the surface of the plate; and a hydrophobic surface layer hydrophobically formed by applying a polymer and/or a lubricant to the surface of the plate.
