The present invention relates to extracellular vesicles expressing cytokines and antibodies, methods of making said extracellular vesicles, and uses thereof. Provided is a method for producing an immune cell expressing both a cytokine and an antibody on the surface of a cell membrane by transforming the immune cell with a first vector containing a gene encoding the cytokine and a second vector containing a gene encoding the antibody, and a method for producing an extracellular vesicle that expresses both a cytokine and an antibody on the surface from the immune cell. By combining a first vector and a second vector so that a specific cytokine or a specific antibody can be expressed according to a target cell, the present invention provides an extracellular vesicle that can induce a desired cytokine response in a cell that can be targeted by a specific antibody, and that is safe to the human body, meanwhile, an excellent anti-cancer effect is shown. The present invention provides a novel cancer treatment means that can be used to deliver a drug or a physiologically active substance to a specific cancer cell by encapsulating the drug or the physiologically active substance having a therapeutic effect on cancer within extracellular vesicles.
